The Hangzhou Meteorological Office project consisted of a number of different designs as the site’s regulations were being settled. Therefore, in the beginning there was total freedom of design. The first idea was to create a space that would not be influenced by weather in such a big measure, as this is the Meteorological Service’s job: to announce the weather forecast so people can react accordingly.
This concept has translated into a vast covered area. The building itself consists of four towers that are connected by a huge slab with various light-holes in it. The concept meant for the building to protect the space beneath it. This way the building gets its much needed square meters while the ground level becomes a public space (park, garden, plaza).
On top of the slab there is a private garden for the employees, thus doubling the open space and offering twice as more green space.
