The second design of the Hangzhou Meteorological Office came out after the site regulations have been discussed and settled. This time a more rigid layout was given with the main building facing the river and the two smaller towers facing the main road. The main building towards the river would house the laboratories, storage areas, meeting rooms and offices while the two towers towards the road would be used at first for rent and eventually for further expansion according to the Hangzhou Meteorological Office’s needs.

As the volumes were already set the design focused on the facade, trying to create a very light and foggy sensation, in order to better express the nature of the institution it represented. That is how the white-tinted glass and white window frames came to be. Also, in order to present an attractive image the building needed contrast which was done by slicing the corners and coloring that wound red and placing balconies there.

This way the buildings got a more crystal shape while still keeping the overall agreed volume.
